HAVE YOUR SAY ON THE UPDATED DRAFT FRAUD AND CORRUPTION PREVENTION POLICY

Norfolk Island Regional Council (Council) is inviting community and stakeholder feedback on the updated draft Fraud and Corruption Prevention Policy on public exhibition.

The draft policy was presented to the Audit, Risk and Improvement Committee at their 3 June 2026 meeting, where it was endorsed for submission to Council.

The draft policy was tabled at the Ordinary Council Meeting held on 29 July 2026 and placed on public exhibition for a period of 56 days.

This extended timeframe is intended to provide the community with additional time to review and meaningfully consider the document.

BACKGROUND

The Fraud and Corruption Prevention Policy reinforces Council’s commitment to maintaining the highest standards of ethical behaviour and accountability. It applies to all Councillors/administrators, staff and volunteers and establishes a clear framework for preventing, detecting and responding to fraud and corruption.

It also reinforces Council’s zero-tolerance approach to misconduct, fraudulent or corrupt behaviour and outlines clear reporting obligations.

The policy was last reviewed in 2024. The current review has largely retained its existing content, with primarily amendments that are administrative and reflect Council’s current organisational structure. No substantive changes are proposed at this stage.

The key changes include:

Updating the Policy Responsible Officer to the General Manager

•

Update policy references from Manager Corporate and Finance to Deputy General Manager

•

Aligning the review period with Council’s three-year policy review cycle

•

Minor spelling and formatting corrections.

In line with the policy, Council is committed to embedding fraud and corruption prevention awareness across the organisation.

As part of onboarding, new employees are required to review and acknowledge a number of Council policies, including the Fraud and Corruption Prevention Policy and the corresponding Procedure. Council also maintains a Fraud and Corruption Register to record any reported instances.
