Norfolk Island Regional Council is undertaking a strategic review of the Island’s electricity service.

The purpose of the review is to ensure all islanders continue to receive a reliable and affordable electricity supply.

Key findings, so far:

  • § The full cost to manage the electricity system is more than the income from supplying power - there are significant costs associated with maintenance, asset replacement, and management systems.
  • § Council does not receive enough revenue to cover the full cost of electricity supply and properly maintain & manage assets.
  • § The ‘feed-in’ payments from renewable energy into the grid are high and don’t consider the cost of electricity distribution (“fixed costs”).
  • § The current dynamic tariff is confusing for many consumers and hard to respond to without a battery.
  • § A simpler ‘time-of-use’ tariff — with clear day and night rates — would make it easier for customers to shift their use and reflect the cost of supplying electricity. (See posted newsletter for ‘time of use’ tariff example or ask for a copy at the NIRC customer care counter).
  • § Council needs to recover the full costs of electricity supply – adjustments to the overall level of prices are recommended:
    • Retain, but reduce renewable energy ‘feed-in’ payments
    • Slowly increase overall consumption prices over a number of years, based on a ‘time of use’ tariff, so consumers can adjust.
