Council’s Electricity Special Purpose Committee (‘ESPC’, ‘Committee’) was stood up in October 2025 and has been regularly meeting to discuss and provide guidance on the Electricity Service Review findings and the subsequent Electricity Tariff Community Consultation findings.
Norfolk Island Regional Council (‘NIRC’, ‘Council’) recently expanded the Committee’s scope to include discussion on tariffing and support for the FY2026-27 Budget and Integrated Planning and Reporting (IP&R) process.
The Committee currently comprises of the following Norfolk Island residents:

The Committee is supported by key Council staff, including a secretariat. Council appreciates the contribution of the Norfolk Island community during consultation on electricity tariffs, and the support of the resident committee in sharing their views, expertise and knowledge. Council will continue to provide ongoing community updates across the year.

Council is seeking an expression of interest for one (1) additional Committee member. Background
Council commissioned the Electricity Service Review in early 2025 to help understand the current and future anticipated service levels for Council’s electricity business. The Electricity Service Review was presented to Council on 24 September 2025 and is available on Council’s website: www.nirc.gov.au/Your-council/Council-documents/Service-Reviews.
Parallel to the Electricity Service Review, Council also undertook a tariff review and community consultation on electricity tariffs, which was presented to Council on 30 July 2025 and 27 November

2025, respectively. The community consultation identified that there was no overwhelming consensus
from the community in the support of one tariff structure over another. As a result, Council referred the
tariff review to the ESPC for feedback, and the Committee will provide formal advice to management
after their review.
The ESPC was established under the authority of NIRC Resolutions 2025/145 (24 September 2025
Council Meeting) and 2025/199 (27 November 2025 Council Meeting). The Committee is not a
decision-making body and will provide advice and guidance that will be used to provide
recommendations to Council.
